Appeal to AAPSU

ITANAGAR, Dec 16: Admitting that Chakma-Hajong issue is a long-pending, arduous and important issue, the All Idu Mishmi Students’ Union, All Mishmi Students’ Union and all District Students’ Unions of Changlang, Lohit, Anjaw, Longding, Tirap and Lower Dibang Valley in a joint appeal to the All Arunachal Pradesh Students’ Union said that derailing the Assembly session on the  sensitive Chakma-Hajong issue in the prevailing political situation will be purely unproductive and unreasonable.

Citing the prevailing chaotic situation, it further appealed to the AAPSU and All Nyishi Students’ Union to shoulder the responsibility in fostering an atmosphere of peace and tranquility in the state.

 

Do not communalize present

ITANAGAR, Dec 16: All Nyishi Unemployed Youth Organization (ANUYO) has appealed to all the political parties not to communalize the present  political situation and to refrain from using name of Nyishi community. The Nyishis will not tolerate any untoward incident to its community following the present political unrest, it added. The organization further requested all concern not to make comment on social media which may create unrest among various tribes of the state.

While condemning the tussle for power it said politics for power will lead to unstable situation in the state and in such a situation the general public are at the receiving end. Alleging that society based politics  prevailing in state capital, the organization said it only creates immense problems for the common people.

It further urged the students and youths organizations of all communities and common people not to indulge in politics in the prevailing political situation. There are sufficient provisions in the Constitution to settle the political issues and involvement in politics by the organizations hamper development activities, the organization observed.

 

‘Politics should not disturb peaceful co-existence’

ITANAGAR, Dec 16: Emphasizing the need for maintaining peaceful co-existence among all tribes of the state, All Arunachal Abo Tani Association (AAATA)  has appealed to the Nyishi community not to give communal colour of the present political crisis.

“We have democratic system  to run the  government and it is our moral responsibility to pay respect to the democratic principle enshrined in the Constitution,” the  Association said. Utmost care should be taken  to ensure peaceful living of different tribes of the state, it further added.  

 

VHP resolves to work for state’s progress

ITANAGAR, Dec 16: The Vishwa Hindu Parishad (VHP) in its state level meeting held at Lekhi village, Naharlagun on  December 12 last resolved to  work  for nation building and help Arunachal Pradesh march forward along with the rest of India.

Speaking on the occasion, VHP international secretary Prashant Hartalkar said the Arunachalees are contributing in nation’s development while zealously guarding their age-old rich culture and tradition.

VHP state president Puluk Lida in his address appealed one and all to shoulder responsibility for preservation  and protection of Indigenous  faith and culture.

VHP regional organizing secretary Dinesh Upadhay, VHP chief adviser Tadam Lida also spoke on the occasion. Delegates from various districts attended the meeting.

 

Cleanliness drive conducted

ITANAGAR, Dec 16: Galo Students Union (GSU) has conducted a cleanliness drives in Govt Higher  Secondary School, Liru, Govt Middle School, Lipu, Poi Vidya Niketan and market place in Likabali township on December 14 last. Dustbins were also provided in market area during the cleanliness drive.

The Govt officers and common people also extended cooperation for successful conduct of the cleanliness drive which was participated, among others, by the youths of the Likabali area and  students, the GSU said.

 

CoSAAP decides

ITANAGAR, Dec 16: CEC CoSAAP informed that pens/tools down strike from 17th December’2015 have been suspended. The decision was warranted since there is apprehensions of law and order breakdown in the state during which state Govt. employees cannot remain absent from the duties, said a report.  

It further said that they would stage a dharna against the Principal Secretary, Finance  for not tendering an apology as demanded by the CoSAAP for allegedly humiliating two of its executive members.

 

NSS mend roads

ITANAGAR, Dec 16: 68 girls and 42 boys of DEM Govt Higher Secondary School Pasighat, NSS unit actively participated in the 3-day long social service in maintenance of the dilapidated village road and drainage system due to erosion caused by rain water at Tekang village. The volunteers camped at Tekang village, 12 kms from here between Dec 10-12 led by Programe Officer Boyem Jerang.

Despite long day manual work, the volunteers without any sign of tiredness, displayed good numbers of cultural programme to entertain the villagers for two consecutive nights.

Tanyo Jerang, the newly appointed Gram Burah of the village, highlighted the demerit of using firming substances and drugs addiction and suggested some remedial tips against such menace. He advised the youth and students to refrain from such activities as the future of the nation totally depends on the sound mind and good health of the youth.

During her visit to the NSS volunteers at work site along with other teaching staff, Aroty Padung Pada, Vice-Principal, appreciated the volunteers for their devotion and dedication.

She advised the volunteers to always keep their place of camping clean.

BJP declares Pul as leader of rebel Congress, Ind

ITANAGAR, Dec 16: In an interesting turn of events in the state political upheaval, Leader of Opposition and BJP’s Tamiyo Taga has declared Kalikho Pul as the leader of the 33 MLAs present in the Legislative assembly session held on Wednesday.

Taga said this to media persons after the Legislative Assembly Session ended at Techi Takar Community Hall, G-Sector Naharlagun. He said a motion will be moved next for the composite floor test of Chief Minister Nabam Tuki in the Assembly. Irrespective of any party, the members have chosen Pul as the leader, added Taga.

The Deputy Speaker has admitted a composite floor test motion tabled by 11 BJP members and two Independent MLAs seeking “want of confidence motion in the Council of Ministers headed by Nabam Tuki and confidence in Kalikho Pul, a member of the House to head a new Council of Ministers and it’s swearing in”.

Meanwhile, Deputy Speaker TN Thongdok while talking to reporters outside the Rajbhavan this evening informed that they have submitted proceeding of today’s session to Governor to take final call.

He also added that new government will be formed led by Anjaw MLA Kalikho Pul with support of BJP.

Norbu also said that 26 Congress MLAs remained absent in today’s session.  Pema Khandu, Kumar Waii and Thongdok had met the Governor.  The Raj Bhavan Secretariat has acknowledged that proceedings of the day including video recordings   have been received.

Meanwhile, State Cabinet said that the action of former Deputy Speaker holding session of Arunachal Pradesh Legislative Assembly outside Vidhan Sabha is not only patently illegal and unconstitutional but also is a part of larger conspiracy hatched amongst disqualified Congress MLAs, BJP MLAs, Central Government, and the Governor.

The former Deputy Speaker exceeding his jurisdiction, first quashed the Order and Notification of the Speaker disqualifying 14 Congress MLAs, who had voluntary given up their membership and then unauthorisedly held session of the State Assembly outside Vidhan Sabha, said a statement.

“Under the scheme of the Constitution of India the Deputy Speaker does not have any jurisdiction or power to sit over in appeal and quash decisions of the Speaker as he himself has been disqualified. 14 Congress MLAs were disqualified since they had voluntarily given up their membership as interpreted by the Supreme Court in several judgments. This disqualified was strictly in terms of Article 191 (2) read with Schedule 10 of the Constitution of India, Para 2 (1) (a), 6 (1) & (2) and Rule 3 (7) and 6 of the Members of Arunachal Pradesh Legislative Assembly (Disqualification on ground of defection) Rules, 1987”.

The MLAs once disqualified cannot be reinstated by the Deputy Speaker. There is no such precedent in the history of democratic India. This is evident from said patently illegal conduct of the former Deputy Speaker that he is playing in the hands of power hungry BJP and disqualified Congress MLAs, the Cabinet observed while adding that Constitution of India does not vest any power on the former Deputy Speaker to hold session of the State Assembly at such place as he deems fit. The Speaker has already declared the Order and Message dated 09.12.2015 of the Governor to be illegal since the same was passed in teeth of the Constitution of India. This Order of the Speaker has affirmed the plea of the Government of Arunachal Pradesh that Order and Message of the Governor are patently illegal and non-est in the eyes of law. The said Order of the Speaker has not been challenged before any Court. Thus, as on date the said Order is in force and holds the field, the statement further read.

Any resolution passed in the session illegally and unconstitutionally held by the behest of former Deputy Speaker is non-est and thus the same cannot in law be implemented.

Meanwhile, Cabinet resolves that the notification issued by T.N. Thongdok, “former Deputy Speaker” shall not be complied with and acted upon by any Government Departments and officials of the Government of Arunachal Pradesh.

 

In a normal situation, the dates for the Assembly are fixed by the government of the day. Given the political atmosphere, however, the action of the Governor, as a Constitutional Head, does not seem to be wrong. What worries me is the Governor’s inability to ensure law and order. Why did he advance the session when he was not sure of his order being honoured? Actions of both the parties are not as per the established procedures-legal and constitutional:  -- Prof Nani Bath, Department of Political Science, Rajiv Gandhi University.

 

 

Arunachal Legislative session held in a Community Hall, Speaker “impeached”

ITANAGAR, Dec 16: Unprecedented in the history of the state, the first session of the Sixth Legislative Assembly was held at Techi Takar Community Hall, G-Sector, Naharlagun just after 3 PM on Wednesday as the Assembly Secretariat gate was locked.

At the sitting, Nabam Rebia was removed from the seat of the Legislative Assembly Speaker today by Voice Vote of 33-0.

The proceeding was attended by 11 BJP Members, 2 Independent and 21 from the Congress party, including the 14 disqualified MLAs whose disqualifications were quashed by the Deputy Speaker. 26 Members of the ruling congress party were absent from the session.

Giving a brief background on the situation leading to the conduct of the assembly at the hall, Deputy Speaker, TN Thongdok informed that the decision to have the sitting was necessitated because  the gates of the legislative assembly was locked at the orders of state government led by Nabam Tuki and Nabam Rebia.          

Leader of Opposition, Tamiyo Taga moved the motion for removal of Speaker.

Interestingly, former Secretary of Goa Legislative Assembly, R. Kothandaraman advised the Thongdok on the proceedings of the session.

Deputy Speaker Thongdok informed that the Legislative assembly shall resume tomorrow 10 am at the Assembly Hall or at any preferable hall.

Earlier, in morning at the Arunachal Pradesh Legislative Secretariat, the MLAs consisting of the Kalikho Pul camp and the BJP MLAs who had come for the proposed legislative session found the entrance gates of the assembly locked.

The Speaker by an order had sealed the gate of the State Assembly and no one was allowed to enter the Assembly premises.

In the meantime, the MLAs of the Tuki camp also reached the spot and both group had intense arguments on the issue of the locking of the gate.

With the stand-off continuing for around two hours starting from 9.30 am, the MLAs and Deputy Speaker, T N Thongdok left the Legislative Assembly premises. Barring Chief Minister Nabam Tuki and Nabam Rebia, almost all MLAs from both the camps and BJP were present at the scene.

Before leaving the legislative assembly, TN Thongdok and Kalikho Pul had said that Session will be conducted according to Governor’s order.

On the other hand, Kalikho Pul nullified the disqualification of 14 MLAs last night by the Assembly Secretariat stating that the rules and provisions were not followed. Situation was tense in Naharlagun town although 144 CrPC was in place. Supporters of the Kalikho Pul camp, in large numbers were witnessed escorting the MLAs in E-Sector area, Naharlagun.

Police resorted to firing tear gas to disperse supporters who were indulged in stone pelting around 9.45am near the E-Sector - Rajiv Gandhi Stadium junction. Intense slogan shouting was heard all the while till the MLAs were at the Legislative Assembly gate.  

The All Arunachal Pradesh Students Union also staged a massive protest between Logun Bridge and Barapani market area demanding for a bill on the Chakma-Hajong issue to be tabled. Hundreds of AAPSU activists with banners were witnessed shouting slogans in favour of their demand.          

The Deputy Speaker is reported to have suspended Assembly Secretary M Lasa from his post, under whose sign the Assembly Secretariat had issue a notification dated 15 December disqualifying the 14 MLAs, including TN Thongdok from the membership of the House.

 

 

Rebia blames Rajkhowa for the unprecedented political scenario

ITANAGAR, Dec 16: In a day of twist and turns, Speaker Nabam Rebia, who was impeached by 33 MLAs including the 14 members who were disqualified today termed the present   political scenario unprecedented and blamed Governor JP Rajkhowa for creating mess. He alleged that advancing of an already summoned legislative session is unconstitutional and does not hold ground.  

“There are laid down norms to run the Assembly. Even though session is run in the name of Governor, but it is done by state government in consultation with speaker. After that it is sent to the Governor and then to the parliamentary affairs ministry. But the so-called session of December 16 to 18 was done in complete violation of above stated rule. Therefore , I have declared it illegal and did not allow the session to be conducted,” said Rebia.

He further questioned motive of Governor over impeachment issue. “Two impeachment motions have been received by Assembly Secretariat.

First against deputy speaker signed by 16 Congress MLAs on 16th November and second one against speaker on 19th November moved by 13 MLAs including BJP and independent.    Both these motion should have been first examined by Business Advisory Committee. But in this case Governor violated all norms and started issuing order from Rajbhavan,” Rebia added. He also claimed that impeachment motion can be moved 14 days prior to legislative session and Governor once again violated this norm.   

“I have consulted with all the legal luminaries and even with my Speaker colleague from other states. Everyone told me that Governor cannot advance an already summoned session.  Session can only be advanced in case there is urgent bill to be presented. Governor is over-stepping beyond his constitutional position. He is setting a wrong trend” Rebia said.

 

 

Not responsible for political mess

in Arunachal : BJP

ITANAGAR, Dec 16: State Bharatiya Janata Party (BJP) today vehemently refuted the allegation that the BJP leadership at the Centre has been sponsoring dissidence among ruling Congress party MLAs in Arunachal Pradesh to throw out the Nabam Tuki led government.  

Describing the Congress’ allegation as baseless and unfounded, State BJP president Tai Tagak at a Press Conference here today afternoon said that the present political situation was inevitable due to long-misrule, mis-governance and financial mismanagement by the ruling government that brought development to a grinding halt.

“Being an opposition party, we can’t remain silent spectator to all these happenings. We can’t let our people down and disappoint them,” Tagak said, and reiterated the party’s zero tolerance approach towards any form of corruption by the Government.

The party president said that the assembly session was needed to move an impeachment motion against the Speaker to test the Tuki Govt. which has been reduced to a minority. He also clarified that the party has absolutely no any intention to interfere with the internal matters of the Congress Party but held the ruling Congress party responsible for dissidence within the party MLAs as the party failed to control them.

Former MP and senior BJP leader Tapir Gao termed the locking down of Assembly hall as murder of democracy and a ‘black day’ in the history of the country.

“Standing at the gate of the Assembly, the Home Minister himself was instructing police not to open the assembly,” Gao alleged.

Former Chief Minister Gegong Apang termed the incident as unprecedented.

“I have never seen such an incident happening during my entire political career,” Apang, who ruled the state more than 23 years as chief minister, said. He appealed to all to maintain the sanctity of the Assembly.

 

 

Mock Assembly Session, Rebia says

ITANAGAR, Dec 16: Speaker Nabam Rebia today questioned the validity of session conducted by deputy speaker TN Thongdok and termed it as mock assembly session. “He is an ex-MLA. He should go back to his people and get ready to seek mandate. If they are not happy with my decision they can go to court and challenge my order. All the order issued by Thongdok is illegal,” said Rebia.

He also informed that fate of two MLAs Gabriel D Wangsu and Wanglin Sawin will be decided on 5th January and till the court verdict comes, the two cannot be considered as sitting MLA.

Gauhati high court which took up matter today has postponed it to January 5 next.

Rebia further stated that he is trying hard to save the image of state. “People outside the state have bad opinion about Arunachal. They think that MLAs can be purchased and that horse trading is acceptable norms. As a speaker I am trying hard to take tough action to ensure that such things is not repeated,” added Rebia. He also informed that 14 Congress MLAs were disqualified after following due process.

“On December 7, Assembly Secretariat received notice for their disqualification. Notice for disqualification was issued by CLP leader and followed by notice from Chief  whip of government. Move has been endorsed by AICC and APCC. After studying for seven days, the decision was taken, he said.

 

 

Cong disrupts Parliament over Arunachal Governor, Sonia meets President

NEW DELHI, Dec 16: Congress today disrupted Parliament over Arunachal Pradesh Governor Jyoti Prashad Rajkhowa, alleging that efforts are being made to "destabilise" the party's state government, even as the Centre said an "Emergency-like situation" was being witnessed there.

The party forced repeated adjournments of Rajya Sabha over the issue while in Lok Sabha, its members, including Sonia Gandhi and Rahul Gandhi, staged a walkout.

Alleging "murder of Constitution and democracy", the Congress members in both Houses demanded the dismissal of the Governor.

Raising the issue in Lok Sabha, Leader of Congress Mallikarjun Kharge said that despite Congress having two-thirds majority, it is very "unfortunate that unconstitutional attempts are being made to throw out the government."

He said, "Efforts are being to destablise an elected government to bring in a non-Congress government," he said.

When Kharge talked about the Governor's role, Lok Sabha Speaker Sumitra Mahajan asked him not do so, saying rules do not permit raising of a matter related to a state.

Meanwhile, accusing the Modi government of trying to "oust" the Congress regime in Arunachal Pradesh with a "pre-planned design", Sonia Gandhi, Rahul Gandhi and other party leaders on Wednesday met President Pranab Mukherjee and lodged a strong protest against state Governor Jyoti Prashad Rajkhowa.

"It is clear that the BJP top leadership in connivance with some dissident Congress MLAs planned to destabilize the democratically-elected Congress Government in Arunachal Pradesh. This is obviously a pre-planned design involving the highest functionaries of the Central Government in this unprincipled enterprise," the Congress chief told reporters at Rashtrapati Bhavan after meeting the President.

The Congress delegation handed over a memorandum to Mukherjee, urging him to preserve the sanctity of the Constitution, the democratic traditions of the country and polity and the rule of law. Alleging that the Governor of Arunachal Pradesh has acted "contrary to" the spirit and scheme of the Constitution, the Congress said," it seems the Governor, at the behest of the Central Government, along with those Congress MLAs enticed to defect to the BJP is using unconstitutional means in seeking to oust the democratically elected Government of the state."

The party alleged that the Governor's actions have created a "constitutional crisis" and constitutional tenets of propriety are being "wantonly disregarded".  PTI

 

 

Job mela at Changlang

Look beyond Govt jobs: DC

CHANGLANG, Dec 16: Some 542 unemployed youth out of 805 job seekers were registered to undergo skill development training in the Job Mela-cum Skill Development Awareness and Trainers Selection Rally organized here at Miao Sub-Division of Changlang District today.

Addressing the rally, the Deputy Commissioner W Khimhun urged the youth of the district to look beyond Govt jobs and think outside the box. He said that the skill development training would help instill a sense of confidence to attempt to tap the private sector or get self employed.

Encouraging the school and college drop-outs to take part in the Job Mela, Khimhun made it clear that the training will usher the necessary start-up for the confused youth to realize their aptitude and the field of interest.

He urged the Vocational Training Providers to ensure basic facilities are given to the trainees during the training period as most of the trainees come from poor economic background.

He asked the DDI to devise a mechanism to constantly monitor the performances of trainees during the training period.

Earlier, DDI Changlang D Changmi informed that sincere efforts were put forward by the department to provide maximum publicity among the youth especially school and college drop-out to avail the opportunity.

The Job Mela was attended by 14 Vocational Training Providers from various regions.

 

 

Technology week begins at Pampoli

Adopt new methods of cultivation: DC

SEPPA, Dec 16: East Kameng Deputy Commissioner Sandeep Kumar Singh advised the farmers to adopt new methods of cultivation using technology for higher yield.

Singh, who inaugurated the ‘Technology Week’ organized by Krishi Vigyan Kenrda (KVK) at Pampoli of East Kameng district yesterday, suggested the farmers to take up agriculture and its allied sectors in a large scale and commercial way.

He urged the KVK scientists and frontal functionaries of its line departments to impart training and technical know-how to farmers to enhance productivity.

He lauded the activities of ‘Pampoli Cleanivers Committee’ for keeping the Pampoli area neat and clean prohibiting free roaming of domestic animals and urged them to continue to maintain it.

He appealed the public to lead the trains- Arunachal Highway taken up smoothly by the executing agency enabling it to complete it within the given time period without causing any disturbances from any quarters on petty matters.

Later, the DC inaugurated the exhibition stalls and released the KVK Souvenir.

Programme Co-ordinator, KVK Dr. Sanjay Borthakur highlighted the activities undertaken by the Kendra for the betterment of the farmers since its inception in 2009. He informed of the introduction of short duration rice variety called Swani at Watte, Pampoli and Wessang which has proved to be a success. He appealed to the farmers of other villages for introduction of this plant variety. He also informed that soils in Pampoli, Lumdung and their nearby area have been tested suitable for agriculture and its allied sectors farming even without using fertilizers.

Sensitisation on Asiatic Black Bear Conservation

Pakke Tiger Reserve, Dec 16: Fourteen youths from Shergaon were taken on an exposure visit to IFAW-WTI run Centre for Bear Rehabilitation and Conservation (CBRC) in Pakke Tiger Reserve.

At CBRC, the visitors were briefed about the importance and need for conservation of wildlife and bio-diversity in Arunachal Pradesh.

To effectively spread the message of wildlife conservation among the villagers of Shergaon, IFAW-WTI partnered with a local NGO named Garung Thuk. It was decided that a 14-member group consisting of youth from Shergaon will be named as conservation ambassadors who will motivate locals to give up the traditional practice of hunting Asiatic black bears.

Explaining the need for this awareness programme, Sunil Kyarong, Regional Head, IFAW-WTI, said, “These animals are highly valued in Arunachal for their body parts. Hunting still remains the biggest threat, but human-bear conflict has also increased multi-fold in the last few years. Therefore, sensitising the locals on the conservation of Asiatic black bears is of utmost importance for the well-being of this specie.”

During the course of the visit, the Divisional Forest Officer of Pakke informed the youth about the wildlife conservation activities being undertaken by the Forest Department in Pakke and Arunachal Pradesh as a whole.

Meanwhile, Dr Jahan Ahmed, Project Lead, CBRC, shared his insights on the conservation efforts of IFAW-WTI in the landscape. Takam Nabam, Chairman, Ghora Aabhe Society, shared his experiences on the efforts of the community in conservation of wildlife in Pakke. The day-long program was organised in Pakke Tiger Reserve on Tuesday with field trips.

Praising the efforts of IFAW-WTI, Tana Tapi, Divisional Forest Officer, Pakke Tiger Reserve, said, “I am hopeful that after witnessing the conservation activities of Arunachal Forest Department and IFAW-WTI in Pakke Tiger Reserve, the youth of Shergaon will be moved to get involved in conservation activities. This visit will also inspire them to spread the message of saving wildlife amongst locals.”

The visiting team was also taken to Jungle Camp, an eco-tourism site jointly run by Ghora Aabhe Society and Arunachal Pradesh Forest Department. A field trip to Pakke Tiger Reserve and IFAW-WTI bear rehabilitation site was also organised.

Dorjee K Thungon, Deputy-Chairman of Garung Thuk, said, “This exposure visit should bring about a change in the attitude and perception of the villagers towards conservation with a special emphasis on bear conservation.”

With the intent of developing a strong bond between conservation organisations and other stakeholders, the aim of such exercises is to discourage traditional hunting practices. This first of its kind initiative from IFAW-WTI will hopefully pave a new roadmap for protecting Asiatic black bears in this landscape.

Run jointly by IFAW–WTI and Arunachal Pradesh Forest Department, CBRC has been actively running the bear rehabilitation programme since its inception in 2005. Since 2014, IFAW-WTI team has released 38 bear cubs in the forests of Arunachal Pradesh and Assam. Out of these, 20 were released in Pakke Tiger Reserve, 14 in Mehao Wildlife Sanctuary in Arunachal Pradesh and four in Manas National Park and Ripu-Chirang Wildlife Sanctuary in Assam.

 

 

Maj lodges FIR against Pul

ITANAGAR, Dec 16: Likha Maj has lodged an FIR against Kalikho Pul at Itanagar police station for allegedly leveling serious allegation against him in social media.

Citing the audio clipping which is being circulated in social media where a man alleged to be  Pul is heard having conversation leveling serious allegation against Nyishi community and against him, Maj, in his  FIR, said that he was alleged of earning crores of money in the name of PDS work after producing forged documents without doing any physical work.

“I have done all the work after fulfilling the official norms. The bills submitted by me is being checked and passed by the concerned Deputy Commissioner of the respective district and the said bills have also been thoroughly checked by the FCI authorities. Mini Olympics: Papum Pare clinches 3 championship titles on penultimate day

ITANAGAR, Dec 16: Kurung Kumey will face Papum Pare in the football final of the first State Mini Olympic Games at Sangey Lhaden Sports Academy (SLSA) playground, Chimpu tomorrow.

Kurung Kumey entered into the final defeating Upper Subansiri 10-9 in a keenly contested semifinal match via penalty shootout today. The match went to penalty shootout after both the teams played out a goalless draw in regulation and extra time.

Papum Pare reached final beating East Kameng 1-0 in the first semifinal held at RG Stadium, yesterday.

Barring few, almost all of the sports competitions in the Mini Olympics were completed on the penaltimate day today.

Papum Pare won the first position in Karate with 5 Gold, 3 Silver and 6 Bronze medals. Kra Daadi (G-5, Sil-3) and Anjaw (G-3, Br-1) came second and third respectively.

Dibang Valley, Changlang and Lohit returned from the competition empty handed.

Around 130 athletes took part in the competition which was conducted by a team of 20 officials under the close supervision of AKA Technical Director Shihan S. Deben Sharma.

Sports Authority of Arunachal Vice Chairman and Arunachal Olympic Association Secretary General G. Doke and Arunachal Karate Do Association President Shihan Likha Tara distributed medals to the winners in presence Shihan Sharma and AKA General Secretary Sensei L. Marik.

Papum Pare also clinched the overall Championship title in Weightlifting.

It bagged 5 Gold, 5 Silver and 2 Bronze medals in weightlifting.

Tadar Agung of Papum Pare was adjudged as the best lifter while Tang Devi of the same district was declared as best woman lifter.

West Siang with 2 Gold and 1 Bronze medals and Kurung Kumey with 1 Gold, 1 Silver and 2 Bronze medals were the first and second runners up respectively.

To encourage the budding lifters Techi Jovae, who is also Vice President of Arunachal Weightlifting Association provided few cash amounts to the medal winning players as a token of encouragement.

The competition was conducted at Sports Authority of India (SAI) Centre, Naharlagun which was inaugurated by M.Linggi, Commissioner, RTI.  

Altogether 12 districts, namely West-Kameng, East-Kameng, Papum-Pare, Kra-Daadi, Kurung-Kumey, Upper Subansiri, West Siang, East Siang, Divang Valley, Anjaw, Changlang and Tirap participated in the competition.  

Papum Pare also dominated the Track and Field Events in the Games and won the overall championship title. Kurung Kumey came second.

Tok Tayo Camdir of Papum Pare and Ha Yapa of Kurung Kumey were declared as the best man and woman athletes respectively.

Camdir won the Men’s 100M race with a timing of 12.08 sec while Yapa won gold medals in Women’s 100M, 200M and Long Jump. The detailed results of track and filed events are still awaited.

In Judo, Tirap emerged overall champion both in men and women’s categories. The men’s team bagged eight medals (G-2, Sil-3, Br-3), and women’s team bagged one Gold, four Silver and one Bronze medals.

Kurung Kumey with one Gold, two Silver and one Bronze medals finished runners up in men’s category while East Siang with five medals (G-1, Br-4) came second in women’s section.

2nd Edition of Orange Festival

DAMBUK, Dec 16:  The 2nd edition of four days Orange Festival of Adventure and Music has began amidst large gathering of adventure and music lovers at an Orange orchard at Akoko Village on Tuesday.

Ravi Dhawan, Deputy Commissioner of Lower Dibang Valley District flagging off the event said that the four day carnival is a unique opportunity for the people of Lower Dibang Valley District to showcase their culture and tradition to the outside world.

He further said that, “the true recognition to the pains taken by organizing committee would be by harnessing the potential of the festival by building up home stays as well as organizing adventure sports activities through out the year”.  

He further said that the state as well as national govt is doing their bit in terms of building all weather road connectivity in the area and “on our part we should contribute by making Orange Festival a permanent feature of this beautiful place”.

He complimented the Organizing Committee, the Indian Army and Abu Tayeng, who is the main driving force behind the successful conduct of the festival.

Gum Tayeng, Parliamentary Secretary for WRD cum MLA Dambuk who is also the Chief Patron of the Orange Festival while highlighting the objective behind Orange Festival said, “the main idea is to bring in people from all over the world to explore the untouched, natural beauty of our  home and also to experience the local way of life and culture”.

She informed that though the festival was self-sponsored in its first edition but now it enjoys the support of the state govt and it has established itself as one of the India’s Premier Festival dedicated to Adventure and Music.  

On the occasion, the family of Late Jomin Tayeng, the first IAS Officer of the state, felicitated the Class X and Class xii toppers of 42nd Dambuk Assembly Constituency with laptops which was given away by the Deputy Commissioner.

Yarns were distributed to the beneficiaries under Chief Minister’s Grant Loin Scheme by Gum Tayeng, and Sipi Elapra Linggi, Zilla Parishad Chairperson.

Lama Tashi, Grammy nominated artists mesmerised the crowd in the first evening of the four days music extravaganza.

American Singer-Songwriter Joseph Arthur, Lou Majaw, Neel and the Light Bulbs, Tritha Electric, Guru Reuben, Alisha  Bhatt, Ganesh Talkies are set to perform in the event.

The Off-roading championship by J K Tyres 4 x 4 Stage I & II over the boulders of Sisar and Sine Rivers was also a another attraction.

Many thrilling Adventure Sports Events like Bungee Jumping, Zip lining, Forest Paint Balling, Angling, White River Rafting, Hiking and Cycling are the other events of the festival.

Senior Women National Football Championship

Arunachal to play against Assam in opening match

ITANAGAR, Dc 16: The Arunachal Pradesh women football team left for Kokrajhar, Assam yesterday to participate in the 21st Senior Women’s National Football Champion 2015 to be held from December 18 to 23. Arunachal will play against host Assam in the opening match on December 18. Kipa Bharat and Kabak Yanu are the Coach and Manager of the team.

Good initiatives

The extremely high level of pollution in national capital Delhi has become matter of serious concern for everyone. High level of pollution is posing serious health hazards. The seriousness of situation has forced Delhi government as well as Supreme Court of India to take note and initiate several measures to curb down the pollution. In a landmark ruling aimed at curbing the alarming pollution level Supreme Court today banned the registration of all diesel SUVs and luxury cars with engine capacity of 2000 cc or more in the entire National Capital Region till March 31 next year.

The Apex court also ruled that all trucks not bound for Delhi will not be allowed to enter the capital through National Highways 1 and 8. Apex court also ruled that private cabs operating in the city should convert to Compressed Natural Gas or CNG by March 1 next year. Earlier Delhi government also decided to try odd-even formula under which there will be ban on cars of even and odd numbers on alternate days. The formula will be tried out between January 1 and January 15 on trial basis.  The complete blueprint for the ambitious odd-even formula is expected to be ready by December 25. The above mentioned are among several steps that have been initiated to clean the city’s toxic air that has worsened in the last few weeks. One does not know whether the measures announced by Delhi government and Supreme Court will work but it’s a welcome step. Everyone should join hand and support these initiatives. In the meantime Delhi government should explore more ways to curb the level of pollution.

Stunted Bharat with pockets of rising India

Dear Editor,

Recently Public Health Foundation of India in collaboration with other institutions has come out with a report that four out of ten children of our country suffer from stunted growth as a result of malnutrition and poor socio-economic conditions. These children display reduced growth during early childhood and are at risk of its long term consequences like poor learning ability, poor school performance and unachieved potential. The position of our country is at the rock bottom when it comes to taking care of the future of our nation. Only Niger, Malawi and Madagascar currently have higher stunting prevalence levels than our country. This report is not shocking as we, already; know the performance of our country in human development where India is to sit behind 134 nations with a score of meagre 0.586. Even Sri Lanka has got a score of 0.750 that enables her to sit much ahead at the 73rd position. Having gained the 9th position in Human Development Index, Singapore has shown what all round development means.

Our politicians can give speech taking pride in the fact that ours is a young country, but they are not interested in developing this huge human potential. Being a backbencher in Human Development Index, our political leaders fight shy of seeing how inclusive growth is a must for getting a better place in the class of civilised welfare states. Without trying to get a better bench by giving top priority to the welfare of the people, our leaders are tend to follow school backbenchers who resort to all sorts gimmicks to cover their inability. It is difficult to find a family whose head manages resources curtailing expenditure in health and education to finance travelling foreign countries like Chad (read the moon) and Mongolia ( read Mars) while 39 per cent of his children stunted and 35.6 per cent of the family members illiterate. It is a mockery to the idea of welfare state. Ramanan Laxminarayan, vice president of Public Health Foundation, New Delhi has rightly said, “ We’re staring India at the largest loss of human potential in history”. India is still home of 40 million stunted children. 

A popular myth is doing the rounds that had there been no subsidy for the poor, India could have become a superpower. Amartya Sen has rightly pointed out how incorrect such notions are. He said, “ Reading the papers and hearing broadcasts, you would think that it is subsidy for the poor- food and employment- that strains India’s public resources, even though more than twice as much public funds are spent in subsidiziing  the better off”. Yet the creamy layer of the society is still hungry to gobble up even the subsidy for the poor which is only one third of the total amount of subsidy.

Another myth that has been nurtured to cover up India’s lack of investment in human development is India being too densely populated to achieve inclusive growth. But this argument does not hold water either. The density of population is 436 per square kilometre in India but it is 501 in The Netherlands. While the former is stuck at  the HDI rank of 135, the latter is at the 4 th position with a score of whooping 0.915. India needs to invest heavily on social sectors to turn huge human resources from a liability to an asset.

The United States of America in particular and European countries in general have promoted themselves from police state to welfare state. The welfare state which ensures freedom of an individual as well as guarantees his or her social security is a synthesis of the thesis of capitalism and antithesis of socialism. Surprisingly, India is made to walk backward from welfare state as enshrined in our constitution to a canibalistic state of survival of the fittest that has been discarded by the civilised countries. The disinvestment policy and the policy of gifting the education and health sectors to the private players without meaningful control negate the concept of welfare state as it causes unemployment and robbing of one’s social security. The employment to population ratio is  a clear indicator of what is the general outcome of our liberalisation policy. While employment to population ratio was 58.6 per cent in 1994, it has, alarmingly, come down to 52.2 per cent in 2013. The liberalisation policy helps carry coal to Newcastle leaving the suicide door open for the unemployed who have, now,  become almost half of the employable persons in our country. Unemployed receive a handsome allowance from the state in the countries like the United States of America but there is no such security in India although protection of life ( Article-21) is a fundamental right and right to work (Article- 41)  is a directive principle in our constitution.

According to the constitution of India the name of our country is India that is Bharat (Article-1). But over the years our country has, most unfortunately, become India in Bharat as a result of her trying to grow at a superpower rate having totally ignored human development in the process. Thus we have got a stunted Bharat with pockets of rising India. Any lopsided growth in the body can turn out to be malignant. It is time to realise that the growth of greedy India in needy Bharat is actually a harbinger of cancer of our Mother land.
